Dataset for Netload Range Cost Curves for Coordinated Transmission-Distribution Planning Under DER Growth Uncertainty

Abstract
This dataset provides the parameters and topologies for the distribution networks and the transmission network used in our unpublished paper, Netload Range Cost Curves for Coordinated Transmission-Distribution Planning Under DER Growth Uncertainty. In that paper, we introduce the Netload Range Cost Curve (NRCC) methodology to facilitate coordinated long-term planning between transmission and distribution systems, particularly under uncertain growth of behind-the-meter renewable energy sources. The distribution networks in this dataset are based on data from the SmartDS resource [1], while the transmission network is derived from the California Test System (CATS) [2].

Inside the folder Data, you will find parameters for both the distribution networks and the transmission network. For distribution networks, the Candidate_Parameters file includes all investment options, their associated costs, and the data instances necessary for the optimization problem. Substation data are not included in this dataset; they can be obtained from the open-source SmartDS dataset [1]. For the transmission network, parameters for both existing and candidate resources are organized by category (e.g., generators, lines, and storage). The demand_by_bus.xlsx file provides node-wise load demand; day_weights.xlsx lists representative days and their associated planning weights; NRCC_Parameters.xlsx summarizes costs and net-load changes under different NRCC options; and generalParameters.csv gathers additional parameters for the optimization process.
In addition, the folder Figures contains diagrams of substation-level distribution networks and the transmission network, where investment options are indicated.
