No. Uploading datasets, scripts, analyses and related documentation to IEEE DataPort is free of charge at this time.  In the future, an Open Access offering is being considered where institutions and individuals can pay up front to ensure long term storage of their dataset and related materials and all IEEE DataPort users will have free access to the content.
