Can I Include a Link to My Dataset Instead of Uploading the Dataset to IEEE DataPort?

No.  Users need to upload the actual dataset to IEEE DataPort.  The purpose of IEEE DataPort as stated in the Terms of Use is as follows:  "IEEE DataPort hosts technical material, including datasets, scripts and data analyses, of interest to the engineering community".  To fulfill this purpose, users must upload their datasets to IEEE DataPort rather than just include a link to the datasets.  Supplementary links to other materials and/or project websites can be included with the dataset, but the actual dataset content must be loaded to IEEE DataPort.
